Ms. Harper is a specialized executive leader working across market systems and energy operations. With over two decades in energy restructuring, and having engaged with regulators, senior executives, and key market stakeholders, Ms. Harper has provided extensive assistance in market requirements, project coordination, vendor management, contract negotiation, training, cost estimation, business processes documentation, and building functional specifications to meet regional market and regulatory mandates. Ms. Harper has provided services to utilities operating in the Western EIM, Midwest energy and ancillary services markets, and the ERCOT region. She has assisted ISO/RTOs including ERCOT, MISO, IESO, CENACE, SPP, and the NYISO.
