His implementation background includes software design, system requirements assessment, user acceptance testing, process development, training, and the creation of internal tools using programming and Excel-based solutions. In addition, his extensive front-office experience has led him to serve as an expert witness in multiple proceedings, where he has prepared testimony, developed informational exhibits, responded to RFIs, and defended his analyses.
